Issue Detail
After specifying a URL in the URL filter or in V3.5 resource permissions for 'URI or Path', the URL is still retrieved

Solution
The URL filter will look for exact matches to the URL in the message. Typically the browser will place a "/" after the URL and if present, will be included in the comparison. To ensure a match of specify
